Union of European Federalists - UEF is recruiting a Grant Management Officer to work in the Secretariat based in Brussels.

Main Tasks:

Conceptualization and planning of EU projects (grant writing, content, budget, logistics);
Financial responsibility over project implementation, including financial monitoring, budget management and contractual, legal and administrative tasks;
Responsibility over events organisation, e.g. international meetings, educational events, etc;
Follow-up and reporting of projects (both narrative and financial);
Seeking out new relevant project funding opportunities and potential donors;
Coordination, engagement, communication and cooperation with project partners from a variety of sectors (CSOs, public bodies, educational institutions, etc.);
On demand, there might be support requested on occasion for different tasks to help colleagues, distribute workload and meet the targets of the organisation together as a team.

Essential qualifications and qualities:

Master’s degree is an asset but can be compensated with relevant working experience adequate for the position;
Excellent command of English (C1);
Experience in European project management from initiation to planning, implementation and reporting preferably for at least 2 years ;
Experience with creating and monitoring project budgets preferably for at least 2 years ;
Experience in fundraising and membership preferably for at least 2 years;
Knowledge of funding schemes from the European Commission and European Parliament;
An activist mindset and strong commitment to social change and the values and vision of UEF;
Being passionate about membership-based political organisations and volunteering;
Proactive and problem-solving mindset, with strong organisational and time management skills;
Flexibility and willingness to learn into new things quickly on the job;
Team player and comfortable in an international environment;
Organised and precise approach to work;
Good knowledge of Microsoft Office , collaborative tools and videoconferencing tools.

Desiderable:

Excellent command of French (C1) and working knowledge of other EU languages;
Knowledge of UEF, its network, values, structure, mission, activities;
Previous experience in membership-based and/or political organisations (volunteer experience included).

Contract conditions and remuneration:

6-7 month fixed-term contract (June -July 2024 to 31-12-2024) under Belgian law, with the possibility of renewal;
Full-time, 38 hours/week;
Monthly gross salary €2500 plus additional benefits (€50 for public transportation, food vouchers, holiday pay) – equaling approx. to 2200 EUR net remuneration per month;
Work during weekends and/or evenings several times a year, with time off in lieu as compensation. The position requires some travels in Europe several times during the year, and all travel-related expenses will be covered or reimbursed by UEF.

FOCUS EUROPA is a political debate in italian hosted by La Miniera di Ivan Grieco organized with Movimento Federalista Europeo (UEF Italy), which in the year of the European elections will focus on the debate that the various political factions are conducting on the theme of the future of Europe and the will to continue with the reform path undertaken by the European Parliament in this legislature.

Débat hybride organisé par l’UEF, l’UEF Belgique et l’UEF Groupe Europe avec les représentants des partis européens en Belgique, le 25 avril à 18h30, depuis le Press club à Bruxelles, sur les enjeux des élections européennes

Ilaria Caria, Secrétaire Générale de l’Union des fédéralistes européens (UEF), salue les candidats et le public, présents pour le lancement par l’UEF de sa campagne électorale. Le Parlement européen, avec sa résolution de novembre 2023, a été un protagoniste majeur pour la seconde initiative de l’UEF en vue de réformer l’UE. Fidèle à sa mission historique, l’UEF lui a donc adressé un manifeste et invité les futurs eurodéputés à s’engager à œuvrer à la réforme de l’UE et à devenir membre au Groupe Spinelli.

Catherine Vieilledent, Secrétaire Générale UEF Groupe Europe (section non nationale), souligne que le Parlement européen a du pouvoir, ce dont peu de citoyens sont conscients. Certains pays sont ainsi mal représentés au PE. Il faut donc que le passage de relais d’un mandat à l’autre se passe bien, avec le soutien des fédéralistes, et que les partis valorisent les expériences des précédents élus.

Giorgio Clarotti, UEF Groupe Europe, était le maitre du temps et des questions en ligne (via Slido).

Domenico Rossetti, Secrétaire Général UEF Belgique, introduit le débat. Trois candidats étaient présents, Luc Hennart (PS) et David Muongo (Les Engagés) étant excusés ou empêchés. Aux trois candidats présents, il demande de répondre à trois questions sur la nécessaire réforme des Traités Européens, la guerre en Europe et dans son voisinage ou encore la justice sociale du Green Deal.

A noter que les trois candidats ont déclaré souscrire (certains l’ont déjà signé, d’autres vont le faire) à l’engagement demandé par l’UEF pour la réforme de l’UE et l’entrée au Groupe Spinelli du Parlement européen.

Conclusions de Catherine Vieilledent qui constate la réelle maturité des jeunes candidats sur les questions européennes. Je me réjouis, sans être tout à fait surprise, que vous ayez rappelé le besoin de budget européen et les recommandations de 800 citoyens dans la Conférence sur l’avenir de l’Europe qui sont toujours sur la table. Vous êtes pragmatique aussi, puisque vous n'opposez pas simplement une source énergétique à une autre, mais acceptez une phase, quelque part, de compromis, vous êtes sur la bonne voie parce qu'au Parlement, il va falloir en faire.

Vous souhaitez une sphère publique européenne. On en parle beaucoup, et effectivement, l'Europe n'est pas présente dans nos sociétés, elle n'est pas présente dans nos écoles et parfois, c'est presque un tabou d’en parler. L’éducation à l'Europe, il y a des endroits où cela ne se fait plus. Ce qui veut dire que nos élites ne sont plus formées. On va avoir des gens qui croient savoir et qui ne sauront pas, c'est quand même un problème quand il faut débrouiller une question urgente, une guerre, des manifs dans la rue, etc. Il faut connaître la machine et là, on est dans une situation périlleuse, notamment les anciens états membres.

Vous avez dit que l'unanimité bloque dans plusieurs domaines, notamment sur la politique étrangère, et qu'il faut réviser les traités. J'ai constaté un consensus là-dessus et je m'en réjouis. Je suis très heureuse aussi que le débat en ligne et avec la salle ait ramené la question de la fiscalité sur la table, non pas parce qu'il faut faire payer méchamment à titre punitif, mais parce qu’il y a de l'argent et qu’il faut le mettre à la disposition de l'intérêt commun, notamment européen, on a de sérieux besoins. Et puis une petite conclusion personnelle quand même. En novembre 2023, deux choses se sont passées : une résolution du Parlement européen sur la réforme des traités, qui est l’ouverture vers l'avenir, c'est vous qui en héritez. Mais en même temps, l’échec du vote sur les pesticides est un recul sur les questions écologiques. C’est un dossier qu’il faut remettre en selle. Bon travail à tous et bonne chance pour la campagne

Almost two years after the end of the Conference on the Future of Europe, where citizens gave a clear mandate for EU Treaty reform, a convention has yet to be conveyed. On 22 November 2023, the European Parliament adopted its proposal to amend the Treaties and triggered the procedure of Article 48(2) of the Treaty on European Union. Yet, there has been a lack of reaction from the European Council and the Convention item requested by the EP is not yet on the agenda of any meeting. A simple majority in the European Council is enough to open the Convention, so this time the vetoes of a few states cannot be an excuse.

Together with our sections and our partners from the Spinelli Group, European Movement International (EMI) and the Young European Federalists (JEF Europe) we have written letters to the President of the European Commission Ursula von der Leyen and to the President of the EU Council Charles Michel, as well as the heads of each EU Member State. In light of the European Council meeting on 21-22 March, it is the duty of the European Council and the heads of State to respect the will of the citizens and strengthen the European Union.

Given the challenges we are facing, and keeping in mind the relaunch of enlargement, it is more necessary than ever to update our policies and initiate a reform of our institutional framework. Not only for the betterment of our current Union, but also, with an outlook to an European Union of possibly 36 Member States.

"You have a proposal from the European Parliament. The European Parliament activated Article 48, which is an article on the constitutional reform procedure. How long will the European Council continue to abuse our patience?" said Domènec Ruiz Devesa, MEP and UEF President in his intervention in the European Parliament debate of 12 March for Preparation of the European Council meeting of 21 and 22 March 2024.

The climate crisis, defence and foreign policy, enlargement, digitalisation, energy, healthcare, industrial policy, democracy and rule of law are just some of the challenges Europe needs to tackle. Every day, war, crises and great power politics demonstrate the urgent need to strengthen European institutions and better respond to global challenges and the needs of citizens.

Historically, the European project has always been ambitious and bold. To face the uncertain times of today, we must stay ambitious and give Europe the necessary tools to move forward and boldly face the challenges of our quickly changing world.
