1.5 The European Letter
Founded in 1997, The European Letter is a series of analytical and forward-looking essays designed to stimulate political debate across national parliaments, EU institutions, and public opinion.
Promoted by the Luciano Bolis Foundation in collaboration with the Movimento Federalista Europeo and the Union of European Federalists (UEF), the series stands as a cornerstone of the campaign for a federal Europe — not as a utopian vision, but as a practical necessity in an era of global interdependence and European transformation.
Each issue tackles key strategic questions for Europe’s future: from the completion of the Economic and Monetary Union to the creation of an autonomous European budget; from Treaty reform to the establishment of a genuine European defence policy; from financial crises to the evolution of democratic governance at the European level.
Through the collaboration of scholars, jurists, and political leaders, The European Letter goes beyond diagnosis — it formulates concrete proposals and policy pathways, aiming to strengthen a democratic, sovereign, and united Europe. Each publication serves both as a historical record and as an active contribution to the federalist project.
This archive brings together almost three decades of reflections and proposals — a valuable resource for activists, researchers, students, and policymakers committed to understanding not only where Europe stands today, but where it can and must go to build a true European Federation.
