BACKGROUND PAPER "Relaunch of the Action Committee for the United States of Europe"

The paper stresses that Europe’s multiple crises — from war at its borders to climate change, technological competition, and democratic fatigue — demand not only vision, but also executive capacity and political will. The Action Committee is being revived as a platform to transform analysis into action, renewing the spirit of Monnet’s original initiative for the 21st century.

A Second Schuman Plan: for a Common Defence and Political Union | 9 May 2025

In view of the 80th anniversary of the end of the Second World War and the 75th anniversary of the 9th May Declaration, the reconstituted Monnet Action Committee for the United States of Europe calls for launching a Second Schuman Plan, thus paving the way for a Common Defence and Security, and a European Federation, as envisaged already in 1941 by the Ventotene Manifesto.

Memorandum on European Defence Union

The reconstituted Action Committee for the United States of Europe (USE) - originally created by Jean Monnet in 1955 - aims to stimulate reaching a political solution on such an urgent and critical question with a Memorandum on a European Defence Union, based on the establishment of a European Defence System (EDS), in view of the upcoming meeting of the European Council on 6th March, the Plenary of the European Parliament of 10th March, and the publication of the White Paper on Defence on 19th March, 2025.

Manifesto | Towards the United States of Europe for a Union that acts and protects | What is at stake in the European elections on 6-9 June

The partners of the Action Committee proposed a number of concrete steps in a Manifesto in view of the 2024 European elections:

a) A call to citizens to participate in these crucial elections and to support pro-European political parties in order to preserve the pro-EU majority in the European Parliament;

b) A call to European political parties to encourage a pan-European debate and to make their support to the next Commission conditional on the presidential candidate´s commitment to support Parliament´s proposal to reform the Treaties in a federal direction;

c) A call to the European Council to act on the said Parliament´s proposed amendments to the Treaties.

This page gathers all the official documents, statements, background papers, and reports produced in the framework of the Third Action Committee for the United States of Europe, launched by the Union of European Federalists in 2024.

The Committee continues the legacy of Jean Monnet’s original Action Committee for the United States of Europe (1955–1975) and the Second Action Committee promoted by UEF in 2017, uniting political, institutional, and civil society leaders around one common goal: to relaunch the project of a federal Europe capable of acting decisively in a changing world.
