2025 Accounts: Cost Overview

• Total costs: €412,000
• Non-eligible costs: just over €3,000, minimal impact on overall accounts
• Net result: approximately +€25,000, to be carried forward to fund the 2026 budget
• Staff costs: largest cost line
  • Full team in 2025: Secretary General, grant manager officer, policy officer, part-time finance and administration officer
  • Only Mathilde and Davide remain in 2026; all other staff have since left UEF
• Volunteer costs: mirror of the volunteer revenue line, net zero
• Events, travel, and accommodation: higher than will be seen in future years due to operating grant availability
  • 4 in-person and online regional conferences organized; a major source of co-funding
  • Antonio noted these figures will not recur in the near term without equivalent grant funding
• Website costs included in the cost breakdown
• Services purchased: legal advice, social media sponsorship, accountancy, and other external services
• Rent: under €21,000 in 2025
  • Further reduced in 2026 by sharing office space with JEF; described as a valuable and cost-saving arrangement
• Fixed unavoidable organizational costs in Belgium:
  • Lawyer, notary (required for any legal proceedings), external accountant, external auditor, bank account fees, IT services, cleaning and maintenance
  • These cannot be reduced to zero as long as UEF remains a registered organization in Belgium
• External auditor: approximately €20,000 cost; audit submitted to the EC platform and was instrumental in securing the €64,000 balance payment
  • Jean-Marc raised that he had not received the auditor’s report before the vote; Antonio clarified it was sent in two separate emails that day around 2 PM and was forwarded to Jean-Marc during the meeting
  • Distinction noted: external auditor covers the grant management audit for the EC; a separate external accountant handles the overall UEF accounts

    • In favor: 43
    • Against: 2 (one voter held a proxy and cast both votes against)
    • Abstentions: 1
• 2025 accounts approved by clear majority

A motion has been submitted by UEF Treasurer Antonio Argenziano to postpone the presentation and approval of the UEF 2025 accounts until Tuesday, 22 September 2026, due to delays in finalising the accounts with the UEF accountant.

The motion will be considered at the beginning of the extraordinary Federal Committee meeting on Tuesday, 8 September 2026, and will be put to a vote by the Federal Committee.

The meeting is open to UEF Federal Committee members in accordance with the UEF Statutes and Rules of Procedure.
