On 27 October 2026, the High Patrons and Members of the Action Committee for the United States of Europe met European Commissioner for Defence and Space Andrius Kubilius in Brussels. Held at the Commissioner’s invitation, the meeting provided an opportunity to discuss European defence and present the Committee’s programme of proposals.

The programme sets out a path towards a common European defence, combining measures within the existing Treaty framework with longer-term institutional reforms. Its central message is that Europe’s security requires shared capabilities, effective decision-making and democratic accountability.

Concrete proposals for a common European defence

The document calls for at least 50% of Member States’ defence investment to be directed towards joint European programmes, alongside measures to reduce duplication and develop shared strategic capabilities.

It also proposes strengthening European military command structures and progressively developing a permanent European force complementary to national armies. A European Security Council would provide political direction and enable participating countries to respond more effectively to security challenges.

These proposals are accompanied by a financial and democratic framework: common financing instruments, stronger European Parliament oversight and, in the longer term, Treaty reform leading towards a European federation with a common defence. The programme also addresses cooperation with NATO and European partners, as well as resilience against hybrid threats and foreign interference.

From proposals to political action

Following the meeting, Commissioner Kubilius welcomed the discussion and the ideas presented by the Patrons, stressing that today’s responses to Europe’s challenges will shape the lives of future generations.

For the members of Action Committee, the meeting was an opportunity to bring concrete institutional proposals into the debate on European defence. The challenge now is to translate political ambition into common capabilities and accountable European institutions.
