The Campaign for a Union Act of European Union

A Call for a Federal Europe Capable of Acting

Europe is facing a decisive historical moment. Russia’s aggression, growing geopolitical instability, economic competition with China, and uncertainty in transatlantic relations have made one thing clear: the European Union must become a genuine political and defence union, capable of protecting its citizens and acting effectively on the global stage.

For this reason, the Union of European Federalists (UEF), together with Young of European Federalists (JEF Europe) and the Spinelli Group  launches the Campaign for a Union Act of European Union.

The first action of this campaign is a Petition to the European Council: a pan-European initiative calling on elected representatives to support a new step forward in European integration.

The Petition invites Members of the European Parliament, national and regional parliamentarians, and mayors to endorse a petition urging the European Council to activate simultaneously:

• Article 42 TEU, to establish a true European Common Defence with shared capabilities and effective collective security;
• Article 48 TEU, to launch Treaty reform towards a democratic and federal European Union, overcoming unanimity and strengthening European governance.

The objective is to build a broad coalition of elected representatives across Europe committed to relaunching the European project through stronger democracy, shared sovereignty, and common action.

By signing the petition, elected officials also express their willingness to participate in a future Interparliamentary Assembly (Assise) dedicated to advancing European political integration and shaping the next phase of the Union.

This campaign represents not only a political appeal, but also a civic mobilisation to place federalism back at the centre of Europe’s future.
