Petition to the European Council for a Union Act
The Union of European Federalists (UEF),Young of European Federalists (JEF Europe), the Spinelli Group, with the endorsement of the Action Committee for the United States of Europe launch the Petition to the EU Council for a Union Act, a pan-European initiative calling on elected representatives to support a new step forward in European integration.
PETITION TO THE EUROPEAN COUNCIL FOR A UNION ACT
The geopolitical situation calls for clarity, unity and decisive action towards a Union capable of protecting its citizens and acting as a strong global player in the face of the hegemonic ambitions of Russia, China and the United States itself Putin and Trump.
Therefore, in my capacity as Member of the European Parliament / Member of the National Parliament / Member of the Regional Parliament / Mayor of City or Municipalities
I declare my willingness to join an Interparliamentary Assembly (Assise) to relaunch the political integration of Europe and, in particular, to adopt a Multiannual Financial Framework suited to the production of European public goods, and for the establishment of a federal political and defence union.
To this end, I ask the government of [one of 27 EU Member State Government] to urge the European Council to assume the historic responsibility of simultaneously activating (The Union Act) two key provisions of the Treaty on European Union: Article 42 TEU, concerning the establishment of a common European defence, and Article 48 TEU, concerning the reform of the Treaties, necessary to bring about a genuine political union, in line with the demands of the European Parliament.
1. Defence Union
I call the European Council to activate the provisions foreseen in Article 42 TEU to establish a common European Common Defence, ensuring shared capabilities, a common strategic command and effective collective security.
2. Political Union
I also call on the European Council to launch a process of reforming the Treaties pursuant to Article 48 TEU, based on the European Parliament’s proposal of November 2023, with the aim of deepening our political union, ending the right of veto, reforming the European budget in a federal direction, strengthening democratic accountability and making the Union more effective and resilient.
Together, these steps will ensure that the European Union can tackle the challenges of our time and meet the expectations of its citizens.

What is the Union Act?
The petition calls on the European Council to simultaneously activate two key provisions of the Treaty on European Union:
Article 42 TEU — Establishment of a European Common Defence with shared capabilities, a common strategic command and effective collective security.
Article 48 TEU — Treaty reform based on the European Parliament's November 2023 proposal: ending the veto, reforming the EU budget in a federal direction, and strengthening democratic accountability.
Petition Target
The petition is addressed to elected officials — MEPs, national and regional parliamentarians, and mayors — who are invited to declare their willingness to join an Interparliamentary Assembly (Assise) to relaunch European political integration and to urge their national governments to push the European Council to act.
Objectives
The petition aims to develop a civic and parliamentary contribution, building visible political pressure through a broad coalition of elected signatories across all Member States, to put pressure on national governments through parliamentary bodies.
