Statement by MEP Tsvetelina Penkova, President of UEF Bulgaria

The parliamentary elections in Bulgaria on 19 April 2026 were marked by a high voter turnout, signaling strong civic mobilization and a clear public mandate for political direction and governance. The results represent a significant change in the country’s political landscape. The victory of the newly-formed party - Progressive Bulgaria with a full parliamentary majority marks the first time in recent years that a single political force can govern independently. This appears to break the cycle of fragmentation and repeated political deadlock that has characterized Bulgaria’s recent electoral cycles.

This outcome brings a heightened level of responsibility, as expectations for tangible reforms, particularly in areas such as governance, institutional effectiveness, and the judicial system, are likely to be high.

The political role of the new party and its broader positioning is central to understanding this result, but comparisons with developments in other countries should be approached with caution, as Bulgaria’s institutional framework and political dynamics remain distinct.

The elections signal a public demand for change, for deliverability, for a government that can move beyond political instability and translate electoral support into concrete policies. The coming period will be defined by whether this majority can effectively use its mandate to strengthen institutions, stabilize prices, ensure rule of law, and maintain Bulgaria’s clear and consistent orientation within the European Union.
