RESOLUTION | Tonight or Never

The UEF reaffirms:

  • its commitment by all means and with determination, to working towards the achievement of its original objectives, the uttermost importance of which having been brought back into focus by recent developments in Europe’s international environment;
  • underlines that convening a Convention, as asked by the EP in its resolution of 22nd November 2023, could be an opportunity to tackle the issue of creating a federal State, possibly among a van-guard of States that would form the first nucleus of a political union, fostering deeper integration and shared sovereignty for a stronger Europe.

The Federal Committee of the Union of European Federalists (UEF), meeting in Athens on 22-23 November 2025, has approved the following resolution

  • Considering the urgency of establishing, among at least a few European States, a federal nucleus that can legitimately and democratically assume the prerogatives of a fully-fledged State and, in particular, the full and sovereign implementation of a European army,
  • Considering the declaration of the European Resistance movements proclaimed in Geneva on 7 July 1944, according to which the future European Federal Union should essentially have:

1. A government responsible not to the governments of the various Member States, but to their peoples, through whom it should be able to exercise direct jurisdiction within the limits of its powers.
2. An army under the command of this government, excluding any other national army.
3. A supreme court which shall rule on all questions relating to the interpretation of the Federal Constitution and settle any disputes arising between Member States or between the States and the federation.

  • Considering furthermore that achieving such strategic autonomy requires concrete federal instruments: the removal of unanimity in foreign, security and defence policy in favour of qualified majority decision-making and co-decision with the European Parliament; a genuine Union fiscal capacity based on EU own resources to finance European public goods; and integrated European command, intelligence and joint procurement structures placed under democratic control, so that all EU citizens - including those at the Union’s external borders - are protected effectively
  • Considering also Article 3 of the statutes of the UEF of today, which sets out the association's objectives, namely:

to work for the creation of a European Federation, endowed with supranational institutions with limited but real sovereign powers, consisting of:
• a Federal Government,
• a Parliament elected by direct universal suffrage,
• a Federal Senate representing Member States and possibly the Regions,
• a Court of Justice,
and bound to guarantee basic liberties, including the right of opposition and to ensure maximum participation by citizens at all levels of government;
