Programme: On the occasion of the 76th anniversary of the Schuman Declaration and Europe Day, Avenir de l’Europe, in cooperation with the City of Brussels and the Municipality of Etterbeek, will organise a commemorative ceremony honouring Jean Monnet, Robert Schuman and the other founding fathers of European unity.
The programme includes the laying of a flower arrangement at the base of the Robert Schuman bust, accompanied by musical performances by the Music Academies of Etterbeek. Greeting addresses will be delivered by the Mayor of Etterbeek, Maître De Wolf, and Valeria Ronzitti, Secretary General of SGI Europe.
The Representation of the European Commission in Belgium will include the ceremony in the official European programme for 9 May celebrations.
The association Groupe Europe will participate in this initiative organised by third parties, reaffirming its support for the values of European unity and integration.

As Europe is facing existential challenges and a rapidly eroding multilateral order, we, the Spinelli Group, the group of federalist-minded MEPs within the European Parliament, today released a powerful manifesto outlining a vision for a sovereign, deepened, and federal Europe. This document rallies all those who envision a Europe that acts decisively, defends its values, and shapes its own destiny.
The manifesto calls for:
- Addressing our strategic vulnerabilities to turn them into strategic sovereignty, ensuring Europe can protect its values, its democracies, and interests without excessive external dependencies.
- A federal Europe capable of swift, democratic decision-making, rooted in our unique socio-economic model.
- A federalist interpretation of the Lisbon Treaty to overcome the unanimity rule in key areas, enabling ambitious action on defence, foreign policy, and fiscal policy through the use of Passerelle Clauses. At the same time, Treaty reform should remain a near-term objective to consolidate these changes.
“This is Europe’s make-it-or-break-it moment.” the Group declares, “We choose a fully sovereign Union with a high level of autonomy, we choose a Europe that is a geopolitical power.”
The Spinelli Group invites all Members of the European Parliament who share this vision to join forces and help strengthen the group, as a pro-European platform within the Parliament. Together, we can turn this Manifesto into action. The European Moment is now.

European voices call on the EU to act with autonomy amid transatlantic rupture
The Union of European Federalists (UEF) welcomes the publication of its Appeal for Real Strategic Sovereignty, relaunched by the Action Committee for the United States of Europe, on the opinion pages of two major European newspapers: La Repubblica in Italy and El País in Spain.
This landmark appeal, initially addressed to the EU Council and President António Costa, has been signed by prominent European figures — including Josep Borrell, Robert Menasse and Guy Verhofstadt — alongside over forty leading voices from European public life. It calls for a decisive shift in the European Union’s strategic orientation in response to the deepening rupture of the traditional transatlantic relationship under the current U.S. administration.
From trade friction to structural rupture
The appeal highlights a dramatic change in transatlantic relations: what were once isolated disputes have now evolved into systematic policies that challenge Europe’s autonomy. It refers to unilateral U.S. measures — from arbitrary tariffs to diplomatic coercion — and to strategic shifts that signal a departure from mutual alignment and sustained partnership.
In this context, the appeal argues that EU strategic dependence on external actors is no longer sustainable. Europe must assert its sovereignty, not as a retreat from cooperation, but as a necessary foundation for a stable and balanced international order where the Union can defend its interests independently.
Key demands of the appeal
Among the central points of the appeal:
• The European Union must adopt real strategic sovereignty, strengthening its capacity to act autonomously in foreign policy, security and defence.
• The appeal calls on EU institutions to activate robust countermeasures against discriminatory external coercion, including the full implementation of anti-coercion instruments and economic safeguards.
• It urges a profound re-thinking of the security model, moving away from external dependency and towards shared European strategic capabilities.
This public appeal is being disseminated at a time when even EU officials acknowledge the structural shift in Europe’s geopolitical centre of gravity away from Washington, underscoring the urgency of greater European self-reliance.
A milestone for federalist advocacy
The publication of the appeal in La Repubblica and El País marks a significant milestone for the Action Committee for the United States of Europe, amplifying the call for a more strategic, sovereign and democratic Europe in two leading national forums of public debate. It reflects growing concern across European societies about the future of the transatlantic bond and the imperative for the EU to build its own political and defence capacities.

The European Union is facing unprecedented challenges at a time in which the UN-based multilateral order is under attack. The strategy of appeasement towards Donald Trump — from the NATO Summit to deregulation of digital, artificial intelligence, and environmental rules, including the Turnberry tariff humiliation — is not working. Concessions and accommodation have neither reduced Trump´s unpredictability and hostility. On the contrary, they have deepened Europe’s strategic vulnerability, have produced an unacceptable capitulation plan for Ukraine, and a political declaration of war on the EU in the form of US national security strategy, in which he calls for a return to a Europe of nations and announces in consequence an alliance with the continent´s national-populistic political forces.
Europe must therefore draw the necessary conclusions: its security, prosperity and democracy can no longer depend on the changing will of the United States. Strategic autonomy is no longer an option but a necessity. The European Union must be able to act independently, assume full responsibility for its own defence, and pursue its interests and values on the global stage with sovereignty and credibility.
A more productive and competitive Europe is a precondition of geopolitical power and social welfare. Thus, we must ensure by 2028 full implementation of the Letta and Draghi reports on the completion of the single market, European competitiveness. Furthermore, we need a multi-annual budget that supports further investments, public and private, in key and innovative industries. Thus, we call on the Commission to table a new, beefed-up and more ambitious Multiannual Financial Framework (MFF) proposal able to finance European public goods, including new priorities in defense and research, while preserving the social and environmental dimensions, cohesion and agriculture, in respect of parliamentary control and the role of European regions and cities, and financed with real EU own resources.
But regaining competitiveness and modernizing the budget is not sufficient to build a geopolitical Europe. Just like in 1950, we must concentrate on a critical point, which is the establishment of a European Common Defense backed up by a stronger political union. Only a more federal Europe can cope with these challenges, ensuring the respect of our fundamental values and rights, unless we are ready to accept Trump as the world political authority, in ambiguous partnership with Putin and Xi Jinping. Recognizing the security threat that the EU is facing and Trump’s open hostility, confirmed by the National Security Strategy, we call on the Member states in the European Council to establish a European Common Defence, as foreseen in article 42 of the Treaty on the European Union, which can also be done through a new Permanent Structured Cooperation by the willing Member States in case of lack of unanimity. This will constitute a European Defence System able to coordinate a national armed forces in the event of an aggression to any Member State. This requires an EU a Command-and-Control Centre.
More generally, EU institutions and leaders must fully exploit the Lisbon Treaty, through a federalist interpretation of it in all domains, as it was done with the response to the Coronavirus pandemic, also following Draghi´s call for a “pragmatic federalism”. The EU would not have been a trade powerhouse with this policy subjected to unanimity. We need to overcome the vetocracy in foreign policy, defence, and finances. A stronger EU budget benefitting certain Member States could be made conditional on their support to the activation of the passarelles to move from unanimity to majority voting. In parallel, the European Council must coherently follow-up on the Parliament´s proposal to reform the Treaties to abolish unanimity in the EU decision-making system – budget and fiscal, foreign, security and defence policies, and enlargement should all fall within the ordinary legislative procedure – including on future Treaty amendments.
We consider that the European Parliament can play a fundamental role in the implementation of the needed institutional reforms, also in view of the enlargement. First, by conditioning its support for the next annual budgets and MFF to the European Council´s acting on the above-mentioned requests. Second, by promoting an Interparliamentary Assembly (Assises) to advocate for the full implementation of those objectives, along with an ad-hoc European Citizens’ Assembly to engage the people and the European public sphere at large.
To this end, we support the creation of a renewed cross-partisan and inter-institutional pro-European coalition encompassing the most committed Member States in the European Council, the pro-European majority in the European and National Parliaments, the European Commission, and regional and local institutions, over and above the particular inertias of each institution, and the pro-European organised civil society. We call on them all to mobilize locally, nationally, and transnationally to support these requests for a more sovereign and democratic Union.

The “Altiero Spinelli” Institute of Federalist Studies (ASI) and the Municipality of Ventotene has been organizing an international seminar on the island of Ventotene for 41 years, in partership with the Union of European Federalists and JEF Europe. In the same period the Ventotene Italian Seminar (43 edition) is organized.
This island off the Italian coast is the place where Altiero Spinelli, author of the Federalist Manifesto of Ventotene, was imprisoned during the Second World War. Every year, young federalists gather here to discuss federalist ideas on European and global issues with the leading experts of the European and World Federalist Movement. The seminar is a unique and intense experience on federalist studies.

By July 15, the ASI will select the participants and will provide them with detailed information concerning the procedure for confirmation, the program, and how to reach Ventotene.
PARTICIPATION CONDITIONS
A) CONDITIONS FOR INTERNATIONAL PARTICIPANTS
Participants (with the exclusion of Italian participants)
Selected participants will receive, without any cost, full board and accommodation from lunch on
August 31 to lunch on September 5 (included).
Travel expenses will NOT be reimbursed. With advanced booking it will be possible to fly to Rome or
Naples (the closest airports) with low–cost flights from many European airports.
Seat Deposit
A seat deposit of 100 € shall be paid in advance by both European and non-European participants,
once they have been selected, in order to confirm their participation. The full amount of 100 € will be
returned to each participant at the end of the seminar, provided that s/he will have attended all sessions. Instructions for providing the funds will be given in the notice of acceptance. The deadline for
the payment of the deposit is July, 24. The deposit might be returned to participants who eventually
will not take part in the Seminar but only if they communicate to the ASI their impossibility to participate before July, 30.
Participants will be invited to provide the details (Beneficiary, IBAN code, BIC/SWIFT code) of the bank
account where the reimbursement will be transferred.
B) CONDITIONS FOR ITALIAN PARTICIPANTS TO THE INTERNATIONAL SEMINAR
The conditions for Italian participants are the same designed for the participants of the national seminar (150 € participation fee and 70% travel reimbursement up to a maximum reimbursement of 50 €: for more info, see the “Bando” on the ASI website). Participants selected to take part in the seminar
shall pay the participation fee of 150 € before July, 24. No seat deposit is requested. The fee might be
returned to participants who eventually will not take part in the Seminar only if they communicate to
the ASI their impossibility to participate before July, 30. Participants will be invited to provide the details
(Beneficiary, IBAN code) of the bank account where the reimbursement of travel expenses will be
credited.
C) WORKING LANGUAGE
English will be the working language for the international seminar.
The Executive Bureau of the UEF decided to join the initiative proposed by the Italian section of the UEF Movimento Federalista Europeo to try to identify the symbolic date of February 24 as the European day of resistance, 3 years after the beginning of the war of Russian aggression in Ukraine.

APPEAL TO THE EUROPEAN UNION
On 24 February 2022, with the invasion of Ukraine, Russia declared war on the whole of Europe.
The project of European unity was born during the Resistance against Nazi-fascism, in order to ensure peace, democracy and freedom for the peoples of Europe, with shared sovereignty in various areas, through the creation of common institutions and policies.
Ukraine has chosen to be part of this process. Their resistance to Putin’s war, which is also a war to divide Europe, is therefore that of all Europeans who reject nationalism and imperialism, believe in freedom and democracy, and share the battle for a free and united Europe.
The European Federalist Movement therefore calls for the proclamation of 24 February as ‘European Resistance Day’, symbolising the struggle for freedom, democracy and peace.

Тому Європейський федералістичний рух пропонує проголосити день 24 лютого “Європейським днем спротиву”, як символ боротьби за свободу, демократію і мир.

L’Ucraina ha scelto da anni di essere parte di questo processo. La sua Resistenza alla guerra di Putin, che è guerra anche per dividere l’Europa, è perciò quella di tutti gli Europei che rifiutano il nazionalismo e l’imperialismo e credono nella libertà e nella democrazia, e condividono insieme la battaglia per un’Europa libera e unita.
Il Movimento Federalista Europeo propone pertanto di proclamare il 24 febbraio “Giornata della Resistenza Europea”, simbolo della lotta per la libertà, la democrazia e la pace.

Am 24. Februar 2022 erklärte Russland mit der Invasion in der Ukraine dem gesamten Europa den Krieg.
Das Projekt der europäischen Einheit entstand während des Widerstands gegen den Nationalsozialismus und Faschismus, um Frieden, Demokratie und Freiheit für die Völker Europas zu gewährleisten, mit geteilter Souveränität in verschiedenen Bereichen durch die Schaffung gemeinsamer Institutionen und Politiken.
Die Ukraine hat sich entschieden, Teil dieses Prozesses zu sein.
Ihr Widerstand gegen Putins Krieg, der auch ein Krieg ist, um Europa zu spalten, ist daher der Widerstand aller Europäer, die Nationalismus und Imperialismus ablehnen, an Freiheit und Demokratie glauben und den Kampf für ein freies und vereintes Europa teilen.
Die Europäische Föderalistische Bewegung ruft daher zur Proklamation des 24. Februar als „Europäischer Widerstandstag“ auf, der den Kampf für Freiheit, Demokratie und Frieden symbolisiert.

#SaturdaysForEurope are a series of street actions organised by European federalists to connect with citizens and raise public awareness, advocating for the draft treaty of the amendment of the treaty, rejecting the current dysfunctional European structure and endorsing a federal, sovereign, and democratic Europe.
During the weekend of 17 to 19 November, European federalists will hit the streets of Europe (in presence or online), aiming to promote the proposal for the federal reform of the European Union, as approved by the European Parliament Committee on Constitutional Affairs. This proposal is set to be endorsed during the plenary session of the European Parliament on 20 to 23 November.

What does the Saturdays For Europe action consist of?

2) Organise actions and take pictures and/or videos
Plan a street action, a meeting with fellow Federalists online, a flash mob, a declaration of a city council. Every action count!
Tip. Let the UEF Secretariat know about your mobilisation: on 16 November we will publish the list of all the cities where the mobilisation will take place.

In the light of the return of war in Europe, the Conference on the Future of Europe is the occasion to launch the necessary treaty reforms to create a federal Union.

War is back in Europe. In this dark hour of our history, which we never wanted to relive, we stand by the Ukrainian people.
The return of the demonic face of nationalism is also for us Europeans a watershed reminder that time has come to complete the European project, which was born precisely to prevent war and despotism in Europe again.
Right now, the EU is demonstrating unity and determination in the face of this dramatic common threat; but once again its strength is in reaction, and has not been in action. EU lacks genuine competences in foreign and security policy, in defence policy, in industrial and energy policy, and in one word it is not politically equipped to act effectively. Even its economic union is incomplete, since we do not have a fiscal union and a federal budget.
The Conference on the Future of Europe was born as an experiment in supranational democracy to directly involve citizens and promote the emergence of a genuinely European political debate on the future of the EU. The European institutions committed themselves, by signing a joint declaration, to give concrete follow-up to the requests coming from citizens through the digital platform and the recommendations of the panels, without taboos.
All the more so today, in this dramatic moment, we must keep this promise and respect the will of the citizens, which has become very clear: more European democracy, the definition of EU policy through democratic mechanisms and greater effectiveness and capacity for action of the European institutions. As a confirmation, federalist ideas emerged very clearly on the platform, first in their respective areas (European Democracy: Stronger together: a democratic European Federation; A stronger economy, social justice and employment: Making the EU budget work for Europeans: a Fiscal Union; Other ideas: For a European sovereignty: the necessary reforms).
We therefore call on the Executive Board of the Conference, on the Working group Chairs, on the members of the Plenary and the institutions represented in the CoFoE to respect the will of the citizens.
Even more so at a time when the European Union needs to adapt its institutions in the face of dramatic new challenges brought about by Russia's aggression, we need to highlight in the Conclusions of the Conference:
- the need of concrete institutional reforms to create a federal political union;
- the request of convening a Convention to reform the Treaties.
The Conference must be able to live up to the scale of the current dramatic moment. In front of the return of the war, we cannot postpone any longer to start building a sovereign, democratic, federal Union.

Dear federalist friends,
The Conference on the Future of Europe (CoFoE) has entered its hot political phase and I want to express my appreciation for your dedication and commitment.
Being present in a structured and effective way, as well as being recognisable on the CoFoE Multilingual Digital Platform with our proposals, became a necessary condition both for conveying its political message and for enhancing meetings on the ground at all levels. The aim was to be influential in order to condition future decision-making processes, to bring out the drive for reform of the European Treaties, unavoidable if it emerged from the debate and the requests of citizens, on the platform - the only tool at our disposal to convey ideas and political message. From there, we, federalists, conveyed both to the European citizens' panels and, above all, to the plenary session.
With a view to a debate aiming at advancing federalist demands, we encouraged our Sections and Members to organise debates linked to our political proposals on the platform. For nearly a year, you have been boosting your efforts to raise awareness about this positive momentum, with a view to engage citizens directly, and to gain wider support for our ideas, projects, and proposals. Therefore, I wish to thank you for crowding the squares of your cities and towns, for organising conferences and workshops in schools, universities, and inside your sections.
During this past year, we have seen enormous growth in the support and visibility of federalist ideas, especially those aimed at strengthening European Democracy. You have been integral to the important advances we have made, particularly promoting a stronger pan-European democracy — real European political parties and movements and proper campaigns for European elections, based on the creation of a pan-European constituency and transnational electoral lists headed by the candidates for President of the European Commission. Moreover, we have also called for the need for a political and fiscal Union that can tackle the great transnational challenges of our time, acting decisively on a wide range of policy areas, from climate change, growing social inequalities, health and migration to foreign affairs and defense.
Our collective efforts together with JEF and the Spinelli Group, yielded a great outcome for the federalist ideas in the CoFoE Multilingual Digital Platform. This was only possible through your commitment of time and effort, which was especially notable during this final rush campaigning together for a more sovereign, democratic and federal Europe.
Again, I would like to thank you for all your invaluable contributions and your continued commitment to the federalist values and mission of our organisation.
