Climate was back on the priorities, with dedicated sectoral announcements like the interesting climate insurance alliance, but limited core actions.&nbsp;<\/p>\n\n\n\n<p><strong>Completion of the single market and of the savings and investment union was highlighted and is key<\/strong>. The Union of European Federalists of Luxembourg (UEFL) welcomes the deadline of end next year, but deplores the absence of clear steps, when the Draghi report turned two years old. <strong>We call on Luxembourg and other countries dragging their feet on this useful reform to come to a compromise.<\/strong><\/p>\n\n\n\n<p>EU budget negotiations are in full swing and the Commission President restated the need for own resources, direct EU source of funding, without specifying which ones. U<strong>EFL calls on the Luxembourgish government to make proposals for own resources if it remains opposed to current proposals, notably the tobacco tax, despite clear positive health upsides.<\/strong><\/p>\n\n\n\n<p>While we welcome a closer partnership with Canada in difficult times of world cooperation, similar to the recent proposal of Luxembourg and Canada to jointly invest in defence, we question the associate member status offered, which does not exist yet and was ever offered to neighbours nor to the ever waiting accession countries.&nbsp;<\/p>\n\n\n\n<p>Contrary to the \u201cautumn of enlargement\u201d promised by Commissioner Kos and previous SOTEU speeches, the topic was far from being front and center this year, which UEFL deeply regrets. We of course welcome the mention of \u201cstrongest-ever support to \u200bUkraine\u201d.<\/p>\n\n\n\n<p>President Von der Leyen made a plea for recapturing the imagination of Europeans, by calling for a new European Congress like the Union of European Federalists (UEF) had organised in the Hague in 1948 to set the future of what would become our Union. UEF together with civil society is organising a big march and event in Rome on 19-21 of March.<\/p>\n\n\n\n<p><code><em>\u201cEven more than a new Congress for Europe we need new progress. The Congress of Europe of 1948 clearly set the goal towards a federation, the recent Conference on the Future of Europe listed the changes Europeans of today demand from the EU, what is missing is execution\u201d <\/em>says Christelle Savall, President of UEFL.<\/code><\/p>\n\n\n\n<p>One can only agree with President Von der Leyen that we need to get back the ability to act, this \"sovereignty\" so much discussed. <strong>The proposals of the European Parliament of November 2023 for treaty change<\/strong>, to build the European Federation we need to act, remain unanswered. <strong>We call on Luxembourg and all EU Member States to tackle this key debate <\/strong>and hope the upcoming Congress for Europe can be the official start of this process.<\/p>\n\n\n\n<p><strong>About the Union of European Federalists of Luxembourg (UEFL)<\/strong><\/p>\n\n\n\n<p>UEFL is a Luxembourgish non-partisan NGO which promotes true European citizenship, works for the widening and deepening of the EU and strives for a more just and integrated society on the European continent and beyond. Le climat figurait \u00e0 nouveau parmi les priorit\u00e9s, avec des annonces sectorielles sp\u00e9cifiques telles que l\u2019int\u00e9ressante alliance pour l\u2019assurance climatique, mais peu de mesures concr\u00e8tes.<\/p>\n\n\n\n<p><strong>L'ach\u00e8vement du march\u00e9 unique et de l'union de l'\u00e9pargne et de l'investissement a \u00e9t\u00e9 mis en avant et rev\u00eat une importance capitale.<\/strong> L'Union europ\u00e9enne des f\u00e9d\u00e9ralistes du Luxembourg (UEFL) se f\u00e9licite de l'\u00e9ch\u00e9ance fix\u00e9e \u00e0 la fin de l'ann\u00e9e prochaine, mais d\u00e9plore l'absence de mesures concr\u00e8tes, alors que le rapport Draghi a d\u00e9j\u00e0 deux ans. <strong>Nous appelons le Luxembourg et les autres pays qui tra\u00eenent les pieds sur cette r\u00e9forme utile \u00e0 trouver un compromis.<\/strong><\/p>\n\n\n\n<p>Les n\u00e9gociations sur le budget de l'UE battent leur plein et le pr\u00e9sident de la Commission a r\u00e9affirm\u00e9 la n\u00e9cessit\u00e9 de disposer de ressources propres, c'est-\u00e0-dire d'une source de financement directe de l'UE, sans toutefois pr\u00e9ciser lesquelles. <strong>L'UEFL appelle le gouvernement luxembourgeois \u00e0 pr\u00e9senter des propositions en mati\u00e8re de ressources propres s'il reste oppos\u00e9 aux propositions actuelles,<\/strong> notamment la taxe sur le tabac, malgr\u00e9 ses avantages \u00e9vidents pour la sant\u00e9.<\/p>\n\n\n\n<p>Si nous saluons un partenariat plus \u00e9troit avec le Canada en ces temps difficiles pour la coop\u00e9ration mondiale \u2013 \u00e0 l\u2019instar de la r\u00e9cente proposition du Luxembourg et du Canada d\u2019investir conjointement dans la d\u00e9fense \u2013, nous nous interrogeons sur le statut de membre associ\u00e9 propos\u00e9, qui n\u2019existe pas encore et n\u2019a jamais \u00e9t\u00e9 offert ni aux pays voisins ni aux pays candidats \u00e0 l\u2019adh\u00e9sion qui attendent depuis toujours.<\/p>\n\n\n\n<p>Contrairement \u00e0 \u00ab l\u2019automne de l\u2019\u00e9largissement \u00bb promis par la Commissaire Kos et \u00e9voqu\u00e9 dans les pr\u00e9c\u00e9dents discours sur l\u2019\u00e9tat de l\u2019Union, ce sujet \u00e9tait loin d\u2019occuper le devant de la sc\u00e8ne cette ann\u00e9e, ce que l\u2019UEFL regrette profond\u00e9ment. Nous saluons bien s\u00fbr la mention d\u2019un \u00ab soutien sans pr\u00e9c\u00e9dent \u00e0 l\u2019Ukraine \u00bb.<\/p>\n\n\n\n<p>La pr\u00e9sidente Von der Leyen a lanc\u00e9 un appel pour raviver l\u2019imagination des Europ\u00e9ens, en pr\u00e9conisant la tenue d\u2019un nouveau Congr\u00e8s europ\u00e9en, \u00e0 l\u2019image de celui que l\u2019Union des f\u00e9d\u00e9ralistes europ\u00e9ens (UEF) avait organis\u00e9 \u00e0 La Haye en 1948 pour d\u00e9finir l\u2019avenir de ce qui allait devenir notre Union. M\u00e4rz in Rom organisierten Marsch f\u00fcr Europa stehen, doch bleibt er hinter der erforderlichen Vision und dem n\u00e4chsten Schritt einer Vertragsreform zur\u00fcck.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Heute hielt die Pr\u00e4sidentin der Europ\u00e4ischen Kommission, Ursula von der Leyen, ihre j\u00e4hrliche Rede zur Lage der Europ\u00e4ischen Union (SOTEU) und stellte die Priorit\u00e4ten f\u00fcr die kommenden Jahre vor, die auf mehr \u201eSouver\u00e4nit\u00e4t\u201c abzielen und eine Antwort auf die Herausforderungen bieten sollen, denen sich die Europ\u00e4er gegen\u00fcbersehen. Das Thema Klima stand wieder ganz oben auf der Priorit\u00e4tenliste, mit gezielten sektoralen Ank\u00fcndigungen wie der interessanten Allianz f\u00fcr Klimaversicherungen, jedoch nur begrenzten Kernma\u00dfnahmen.<\/p>\n\n\n\n<p><strong>Die Vollendung des Binnenmarkts und der Spar- und Investitionsunion wurde hervorgehoben und ist von zentraler Bedeutung. <\/strong>Die Union der Europ\u00e4ischer F\u00f6deralisten Luxemburg (UEFL) begr\u00fc\u00dft die Frist bis Ende n\u00e4chsten Jahres, bedauert jedoch das Fehlen klarer Schritte, obwohl der Draghi-Bericht bereits zwei Jahre alt ist. <strong>Wir fordern Luxemburg und andere L\u00e4nder, die diese sinnvolle Reform hinausz\u00f6gern, auf, einen Kompromiss zu finden.<\/strong><\/p>\n\n\n\n<p>Die Verhandlungen \u00fcber den EU-Haushalt laufen auf Hochtouren, und der Kommissionspr\u00e4sidentin bekr\u00e4ftigte erneut die Notwendigkeit von Eigenmitteln \u2013 einer direkten Finanzierungsquelle der EU \u2013, ohne jedoch zu pr\u00e4zisieren, um welche es sich dabei handelt. <strong>Die UEFL fordert die luxemburgische Regierung auf, Vorschl\u00e4ge f\u00fcr Eigenmittel zu unterbreiten, sollte sie den aktuellen Vorschl\u00e4gen<\/strong>, insbesondere der Tabaksteuer, trotz der eindeutig positiven Auswirkungen auf die Gesundheit weiterhin ablehnend gegen\u00fcberstehen.<\/p>\n\n\n\n<p>Zwar begr\u00fc\u00dfen wir in schwierigen Zeiten der weltweiten Zusammenarbeit eine engere Partnerschaft mit Kanada, \u00e4hnlich dem j\u00fcngsten Vorschlag Luxemburgs und Kanadas, gemeinsam in die Verteidigung zu investieren, doch stellen wir den angebotenen Status als assoziiertes Mitglied in Frage, der bislang noch nicht existiert und weder den Nachbarl\u00e4ndern noch den seit langem wartenden Beitrittsl\u00e4ndern jemals angeboten wurde.<\/p>\n\n\n\n<p>Im Gegensatz zu dem von Kommissar Kos und in fr\u00fcheren SOTEU-Reden versprochenen \u201eHerbst der Erweiterung\u201c stand das Thema in diesem Jahr keineswegs im Mittelpunkt, was die UEFL zutiefst bedauert.
